The Flow Decree and Regularization, also known as "Sanatoria," are procedures that must be differentiated and separated. In the first case, the foreigner is outside Italian territory and their entry into Italy is subject to a Decree of the President of the Council of Ministers, which each year establishes the maximum quotas of foreigners who may enter the territory of the Italian State to carry out subordinate work, both seasonal and self-employed.
In the second case, "Sanatoria," the foreigner is already present in Italian territory without a valid residence permit and in this case must also wait for a measure from the Government, which is not issued every year.
